Ukraine offers the US to build an LNG terminal in Odesa

Ukraine presented a project for the construction of an LNG terminal in Odesa to the White House and American energy companies, President Volodymyr Zelenskyy said during a meeting with journalists on October 19.

“One of the options is the construction of an LNG terminal in Odesa, but this requires negotiations with Turkey to ensure that the Bosphorus Strait will be open for this purpose,” Zelenskyy said.

The President noted that American companies are pushing Russian gas out of Europe, in which Ukraine has also played a role. US energy companies want to enter the Ukrainian market.

“The Americans will, in any case, completely push Russian gas out of Europe. We must understand that – despite one agreement or another – Russia has lost Europe to the Americans,” Zelenskyy noted.

Ukraine previously planned the construction of an LNG terminal near Odesa. The project was expected to consist of two phases: a floating storage and regasification unit (FSRU) and a permanent onshore terminal. Total capacity was expected at about 15 bcm per year.

However, given the lack of investment and agreements with Turkey, the start of construction was constantly postponed, and the project has in fact been cancelled.
